Common Submission Issues
I don’t see a “Submit” button
1. You may be a “Collaborator” on the application:
If you are applying on behalf of an organization and can edit and review the application, but don’t see a “Submit” button, you’re likely listed as a Collaborator on the application. Only the Lead Applicant or Profile Owner can submit.
💡 What to do:
- Please contact the Lead Applicant or Profile Owner to complete the submission.
2. You may be in “Preview Mode:”
Preview Mode lets you see all the questions but doesn't allow you to save or submit. If you're in Preview Mode, a blue banner at the top of the screen will read "You are currently previewing the application. Apply now.”
Preview Mode Example:
💡 Try this:
-
If you haven't started an application yet: Click “Apply Now” in the preview mode banner or the Apply next to the form to begin. The system will prompt you to log in/create an account, verify your profile, then complete the application process.
-
If you already have a draft in progress: Make sure you’re logged into your account. Click Applications in the top menu, find your Draft application in the list, and click View to open and continue working on it.

3. Your display settings may be cutting off your view:
The “Submit” button may be pushed off-screen depending on your display settings, or may not be visible on a mobile device.
💡 Try this:
- Make sure your browser window is fully expanded. Drag it to fill your screen if it isn't already
- Zoom out in your browser (Ctrl/Cmd + minus)
- Use a laptop or desktop computer (instead of a mobile device), if you have one.
- Try a different browser (e.g., Chrome, Safari, Firefox, Edge).
- Clear cookies for this site only. For help, see ➡️How to Clear Cookies for a Specific Site. (Clearing all cookies–instead of for this site only–should be done with caution, as it will affect other sites you're logged into).
- Try an incognito or private browsing window
I keep getting a "Please complete all required fields" error when I try to submit, even though I've filled everything out.
- Sometimes, certain fields may be incomplete due to specific requirements or conditional logic.
💡 Check the following:
-
Text field: Some open text fields require a minimum number of words or characters. If you've typed a response but the field is still flagging as incomplete, try expanding your answer with more detail.
-
Conditional field: Some fields only appear based on how you answered earlier questions. If a new field appeared and was left blank, the form won't let you proceed. Scroll back through the form to check for any fields you may have missed.
-
Upload field: This field requires a file attachment. If the upload didn't complete, the field will still show as incomplete. Try uploading the file again.
-
Tips for the Upload field:
- There are no file type restrictions, but check the field instructions for any program-specific format requirements.
- Large files, such as high-resolution videos or image-heavy PDFs, can take several minutes to upload. If possible, compress or reduce the file size before uploading. If uploading a video, encoding the file to H.264/AVC and a lower resolution can help.
- Wait for the upload to fully complete before moving to the next section or submitting; navigating away too soon may cause the upload not to save.
-
If your file fails to upload, open it on your device first to confirm it isn't encrypted. If it is, try decrypting the file before uploading again.
-
Tips for the Upload field:
- References section: You will not be able to submit your application until the references have been completed (aka they’ve completed and submitted their forms).
The application is behaving strangely on my phone or tablet.
- For the best experience, use a laptop or desktop computer. If you must use a mobile device, use Chrome or Safari and make sure your browser is up to date.
